The increase of Liquid Ecstasy usage, as well as the increase in other sedative-hypnotic drugs, led Congress to approve the "Drug-Induced Rape Prevention and Punishment Act of 1996" in 1996. Liquid Ecstasy or GHB is a Schedule I and a Schedule III drug. Under Schedule I, the drug is defined as having no medical use and a high potential for abuse. Under Schedule III, the drug is defined as having accepted medical use and a low potential for abuse.
